Information requested
1.Did Scottish Government issue a statement/letter/email dated 28th March 2013 and titled "Information Sharing Between Services in Respect of Children and Young People" to:
a)Dumfries and Galloway Council,
b)Dumfries and Galloway NHS, and
c)Police Scotland (or specifically V Division Dumfries)?
2.Did Scottish Government issue a statement/letter/email on the implications of the Supreme Court judgement regarding data sharing in relation to Named Person Scheme and CHYP (Scotland) 2014,
Parts 4 & 5 to:
a)Dumfries and Galloway Council,
b)Dumfries and Galloway NHS, and
c)Police Scotland (or specifically V Division Dumfries)?
Response
The document you refer to ‘Information Sharing Between Services in Respect of Children and Young People’ was published by the Information Commissioner's Office (ICO) on 28 March 2013. The Scottish Government’s Getting it right for every child (GIRFEC) team shared this document with its stakeholders shortly after this was published on 8 April 2013.
Unfortunately due to the time that has now passed we do not hold a record of which stakeholders this was sent to, however this would usually have included Chief Executives of all Local Authorities, Police Scotland and various NHS colleagues.
Regarding the second half of your query the Deputy First Minister issued a statement on the implications of the Supreme Court Judgement on 8th of September 2016. This letter is available online here:

The GIRFEC team also disseminated an email on 26 August 2016 to our key stakeholders which contained a copy of the Deputy First Minister's letter on the Supreme Court Judgement, and I can confirm that these stakeholders would have included Chief Executives of all Local Authorities, Police Scotland and various NHS colleagues.
There was also a statement written and published online by the ICO, dated 15 Sept 2016, on the topic of implications of the Supreme Court Judgement. I understand that this statement was also disseminated by the GIRFEC team, although we hold no emails for this as the letter was put into the public domain.
