‘copies of any and all correspondence (emails, typed or handwritten notes or electronic, letters, phone calls, minutes of meetings, reports, documents or otherwise) from the Scottish Government ministers, senior civil servants, Scottish Government senior lawyers, and any Scottish Government wholly own agencies and the like (including but not limited to Transport Scotland and Caledonian Maritime Assets Limited) in terms ensuring that the loan payment was made to Ferguson Shipyard/Ferguson Marine Engineering Limited by 21 December 2018 as referred to in the VATIS Ltd Quarterly Review report dated 13 December 2018.’

Response

Our records show the Scottish Government made no loan payments to Ferguson Marine Engineering Ltd (FMEL) in the period referenced in your question. Moreover, our records show no attempts were made to make a payment from the £30 million loan facility within this time period.
For this reason, we hold no record of correspondence that falls within the scope of your request.  Actual loan payments made to Ferguson Marine nearest the dates specified in your request were on 27 September 2018 when £6,000,000 was paid and 11 January 2019 when £3,000,000 was paid by the Scottish Government.
