Home Energy Scotland funding: FOI release

Information requested

You asked for the following information year-on-year funding that SG gives to Home Energy Scotland (administered by the England-based Energy Saving Trust (EST) for service delivery. With a specific breakdown on the following areas of funding.

• How much funding does SG give to the Energy Saving Trust? (Total? year-on-year)
• How much funding within that is given to Home Energy Scotland? (total? year-on-year)
• What is the breakdown within that of how the funding is divided into services, loans, the hotline, etc.?

Thank you for your request dated 21 January as clarified in your response to my letter of 31 January which you responded to on 5 March, under the Freedom of Information (Scotland) Act 2002 (FOISA). I am now able to provide a response to your request.

My colleague emailed you on 18 March seeking further clarification on what your interpretation of services was. Under section 1(3) of FOISA, if we ask you to clarify your request so that we can identify and locate the information you are looking for, then we are not obliged to provide that information until you have given us the clarification we require. Normally in these circumstances, we would have been unable to proceed further with your request. 
However we have provided some of the information you requested below. We have interpreted your question as being the total funding provided to Energy Saving Trust for provision of Home Energy Scotland advice centres.

The table below provides the total housing funding from the Scottish Government broken down by financial year with the figures for housing grants and overall funding for Home Energy Scotland (HES) advice centres where they are available. I note that you did not specify the time period for the information you required, therefore we have provided information from 2015/02016 financial year to date.

The Scottish Government does not have the information you have asked for, namely the Information on the allocation of funding provided by Energy Saving Trust to Home Energy Scotland as this is wholly
an internal matter for EST and the Scottish Government does not hold this information.
