Information requested
You asked for:
1. How many local authorities have applied to the Bellwin Scheme since the financial year 2013-14 to present.
2. The names of the local authorities who applied and in what year they applied.
3. How many local authorities have been awarded additional revenue from the Bellwin Scheme since the financial year 2013-14 to present.
4. The name of the local authorities who received the Bellwin Scheme funding and in what year they were awarded this funding.
5. How much revenue did each successful local authority receive.
Response
I can confirm that there were no claims made in respect of financial years’ 2013-14 and 2014-15. In financial year 2015-16 there were four Councils that received funding under Bellwin. I have listed the allocations below.
2015-16 |
Amount |
Aberdeenshire Council |
£2,065,929 |
Angus Council |
£362,165 |
Perth & Kinross |
£750,691 |
Scottish Borders |
£3,797,731 |
There were no claims in the financial years 2017-18 and 2018-19, however, as announced on 6 April 2018, an additional £10 million funding was allocated to local authorities for winter maintenance and road repairs in lieu of the Bellwin Scheme. The additional funding was paid to local authorities on 15 May 2018 and removed the strict eligibility criteria and full audit process involved when submitting a Bellwin claim. You’ll find the news release in https://www.gov.scot/news/extra-gbp-10-million-for-roadmaintenance/ and I have also included the breakdown of funding received by all 32 Local Authorities.
