As at 30 September 2020, there are 75 civil servants working in the Constitution and Cabinet Directorate. In regards to the second question, as of 30 September there are six civil servants in the constitutional policy team which is part of the Constitution and UK Relations Division. In addition to the team leader, the responsibilities of the team are:

• Constitutional policy (one official)

• EU Exit legislation, including the Continuity Bill (three officials)

• Sponsorship of Citizens’ Assembly of Scotland (one official)

Constitutional policy matters feature in a wide range of work across the directorate and the Scottish Government. For example, constitutional policy considerations arise in work on the UK Internal Market Bill and UK frameworks; relations with the UK Government and other devolved administrations; relations with Scottish Parliament; and wider matters such as the negotiations for the UK’s exit from the EU, and the funding arrangements and tax powers for devolved government.
