Information request and response under the Freedom of Information (Scotland) Act 2002
Information requested
This request relates to the Climate Justice: Water Futures Programme, funded by the Scottish Government. Please provide the following:
- The content of all documents associated with the visit of Malawi's Minister of Agriculture, Irrigation and Water Development, Joseph Mwanamvekha to Scotland in July 2018, including schedules of all meetings and visits, minutes from those meetings, and background briefings repared before them. Also a breakdown of expenses associated with the trip including flights, hotels, restaurants, subsistence allowances and other purchases.
- Copies of all correspondence including but not limited to emails, notes of telephone calls and other communications by Scottish government or Climate Justice: Water Futures Programme employees that mention Malawi's Minister of Agriculture, Irrigation and Water Development, Joseph Mwanamvekha or items relating to his visit to Scotland, between 01 January 2018 and 01 January 2021.

The answer to your question "a breakdown of expenses associated with the trip including flights, hotels, restaurants, subsistence allowances and other purchases" is that the Scottish Government paid:
- Government Car Service - £637.00.
- Catering - £151.54.
An exemption under section s.38(1)(b) (personal information relating to a third party) of FOISA applies to all of the information you have requested. Personal information relating to third parties has been redacted in all relevant documents.
This exemption is not subject to the 'public interest test', so we are not required to consider if the public interest in disclosing the information outweighs the public interest in applying the exemption.
