Response

1. The Crown Commercial Services framework Transport Scotland use is the Public Sector Resourcing framework (RM3749) which is a single supplier, single Lot framework (see Public Sector Resourcing - CCS (crowncommercial.gov.uk) for additional information). The supplier is Alexander Mann Solutions who are supported by over 300 specialist recruitment agencies. Transport Scotland’s contract is with Alexander Mann Solutions, we do not contract with the agencies.

The spend against this framework for the period 1 March 2019 – 29 February 2020 was £2,306,429.44.
The spend against this framework for the period 1 March 2020 – 31 March 2021 was £3,336,327.97.

The spends are net of recoverable VAT.

2. While our aim is to provide information whenever possible, in this instance the Transport Scotland does not have the information you have requested. This is because the Public Sector Resourcing Framework is a single lot framework so we hold no information relating to Lot 6.

This exemption is subject to the 'public interest test'. Therefore, taking account of all the circumstances of this case, we have considered if the public interest in disclosing the information outweighs the public interest in applying the exemption. We have found that, on balance, the public interest lies in favour of upholding the exemption. While we recognise that there may be some public interest in information about Lot 6 of the CCS framework, clearly we cannot provide information which we do not hold.
