Information requested
You asked for information relating to a meeting/dinner held on 3rd December 2017 between Deputy First Minister John Swinney and Ravi Trehan of Liberty House, India:
- Correspondence including, but not limited to, emails, text messages, notes, memos and hard copies sent up to one month before and one month after the meeting/dinner?
- Any notes, minutes or action points taken following the meeting.
- Did any Scottish Government officials attend the meeting/dinner? If yes, how many?
- A list of who was in attendance at this meeting/ dinner
- Any information material provided by the attendees to the minister?
- All briefing papers prepared for the meeting
- The location of the meeting/dinner hosted by Ravi Trehan of Liberty House India, the duration and who attended?
- The cost of the bill and who paid the bill and a copy of the bill

While our aim is to provide information whenever possible, in this instance we are unable to provide some of the information you have requested because exemptions have been applied. An explanation of the exemptions applied has been provided below. All information has been provided in a separate attachment.
- Correspondence including, but not limited to, emails, text messages, notes, memos and hard copies sent up to one month before and one month after the meeting/dinner? This engagement was pursued and facilitated by Scottish Development International (SDI) therefore the Scottish Government does not hold any correspondence in relation to the arrangements.
- Any notes, minutes or action points taken following the meeting. The Scottish Government does not hold the information requested. Support for the event was provided by SDI.
- Did any Scottish Government officials attend the meeting/dinner? If yes, how many? 2 Scottish Government officials attended
- A list of who was in attendance at this meeting/ dinner. This information has been provided in the attachment.

Reasons for not providing information
An exemption under section 17 (1)(b) Notice that information is not held applies to someone the information you have requested , this is because Scottish Government does not hold that information. This engagement was pursued and facilitated by Scottish Development International (SDI) therefore the Scottish Government does not hold any correspondence in relation to the arrangements However, you may wish to contact Scottish Enterprise (at pressoffice@scotent.co.uk or through their website) who may be able to help you.
An exemption under section 38(1)(b) of FOISA applies to some of the information you have requested because it is personal data of a third party, for example names of individuals or other personal data and disclosing it would contravene the data protection principles in Article 5(1) of the General Data Protection Regulation and in section 34(1) of the Data Protection Act 2018. These exemptions apply to ensure the identity of non-senior employees of the Scottish government and its stakeholders.
This exemption is not subject to the 'public interest test', so we are not required to consider if the public interest in disclosing the information outweighs the public interest in applying the exemption.
