Information requested
Information I require is about the Key Performance Indicators (KPIs) which measure the performance of the operating company.
Specifically, I would like any information related to the KPIs for the asset inventory inspections. Validation, Condition Rating and Detailed/Comprehensive Inspections.
I would like to know if any of the KPIs for these inspections have had any financial implications for Amey since the start of the NMC contract. I have no wish to know the amounts of any monies held back from the operating company, if any, but I would like to know if or when the KPIs for the inventory inspections will start to have financial implications for Amey.
Response
Three KPI’s relate to asset inventory inspections namely KPI 4 ‘Asset Data Quality Audit’, KPI 6 ‘Comprehensive Inspections’ and KPI 24 ‘Inventory Data Completion’. These, and other KPIs, are currently suspended as they are reliant on the Asset Management Performance System (AMPS), which is in the final stages of development, as the data source for calculation. No financial penalties have been applied since the start of the NMC contract as the Payment Adjustment Factors (PAF’s) relating to all three of these KPI’s have been suspended. Once AMPS is operational the PAF’s can be applied monthly if performance falls below the contractual thresholds.
