Information requested
1) Official Rules of the R100 voucher scheme, including specifically (but not limited to):
a) Clarification of which installation charges qualify for being covered and which are disqualified (including descriptions, terminology and explanations).
b) Justification criteria for extra installation charges to be levied by suppliers.
c) Justification criteria used by DS for disqualification of certain installation charges from being covered.
2) Statistical data for the R100 voucher scheme, including specifically:
a) The proportion of suppliers to date that have made extra charges not covered by the voucher (including for installation).
b) The justification criteria cited for these extra charges (including for installation).
c) The proportion of consumers to date that have been forced by DS to pay these extra charges (including for installation).
d) The average extra charge (and range of amounts) that has been made to date (including for installation).
Response
I attach some of the information you requested. While our aim is to provide information whenever possible, in this instance the Scottish Government does not have some of the information you have requested. The explanations for this are set out below, where required.
With regards to question 1 on the official rules of the R100 Scottish Broadband Voucher Scheme (SBVS), the relevant section of the R100 SBVS supplier terms and conditions has been provided in the attachment.
With regards to question 2 on statistical data for the R100 SBVS, we do not hold the data requested in parts (a), (b) and (d), as suppliers are not required to inform us of any additional charges that apply to the beneficiary, if over and above the full value of the voucher.
On the issue of part (c) of question 2, Digital Scotland does not force customers to pay any additional charges set by the supplier. Any agreement reached is a commercial contract between the beneficiary and the chosen supplier, and we encourage potential beneficiaries to contact other suppliers before committing to a service.
