Information requested
1. Since 2018 a payee called Allia Social Imp Inv Ltd has received many large payments amounting to around £190 million, can the Directorate please explain what the Hous Supp Advances actually relates to - is this for provision of housing or for an advance to allow someone to pay for housing, and is there any payment back of this advance from a Allia or form other bodies?
2. Since 2017 various Ferguson and Macrocom payments have been made - can you please provide details as to whether these are payments towards the procurement of the new Ferries Glen Sannox and Hull 802 or are these separate payments / loans and grants which have no bearing on the purchase?
3. In November 2020 Orbital Marine Power Limited was given a grant of over £1.5 million while a now Cabinet Member and then Green Party Leader, Lorna Slater, still worked for the company. What was the reason for and purpose of this grant and under what process was it applied for and granted?

The answers to your questions are as follows:
1. The payments to Allia Social Imp Inv Ltd are all in relation to the Charitable Bonds programme (see links below to both the Scottish Government and Allia websites for details). The bonds are repaid by Allia to the Scottish Government in full after the contractual bond period has expired.

3. On 8 July 2019 a grant of up to £3,400,000 was awarded to Orbital Marine Power under the Saltire Tidal Energy Challenge Fund in respect of Orbital’s O2 2MW Tidal Turbine Project. The award was accepted by the company the following day, 9 July 2019.
The Saltire Tidal Energy Challenge Fund was launched by the Scottish Government in February 2019, with a total of up to £10 million available under this competitive Fund to help accelerate the deployment and commercial development of tidal stream energy devices in Scottish waters.
Applications were assessed for eligibility by a panel of officials from the Scottish Government and relevant economic development agencies, with independent technical and financial reports being commissioned to support the evaluation process. Final decisions on support provided under the Fund were made by Scottish Ministers.
