Information requested

Can you provide me with the date or dates email/telephone calls/meetings etc and any other information that the Scottish Government or The Safety Openness and Learning when they contacted the General Medical Council of Ireland (MCI) or the Irish Medical Council to gain information relating to Muftah Salem Eljamel relating to Mr Patrick Kelly?

Response

I have concluded that the original decision should be confirmed, with modifications. One e-mail was not included in the information previously released and it is now attached to this response at Annex A.

This was due to human error and I would like to apologise on behalf of the Scottish Government. Rest assured that effort will be made to avoid a recurrence.

In your request for review, dated 12 December 2022, you also refer to missing information from our response to your FOI with regards to telephone calls that may have taken place and a Zoom meeting held on 27 September 2021.

I can confirm that my review has highlighted that:

  • The planned video meeting did not take place as connection could not be established between the respective electronic systems (zoom, teams), instead a telephone call was arranged.
  • A telephone call did take place as can be seen from the email trails already submitted, however no minutes or notes were taken of this meeting as there are no organisational requirements to do so.
