Programme for Government Commitments 2022-23: FOI release

You asked if the following 2022-23 Programme for Government Commitments have been fulfilled. You also requested us to provide as much detail as possible:

1. Invest a further £15 million in Children and Young People’s Community Mental Health and Wellbeing. (I.E how much funding was provided to Children and Young People’s Community Mental Health and Wellbeing in 2022/23.
2. Fund the Scottish National Investment Bank to continue to develop its portfolio. (I.E How much funding was provided to SNIB in 2022-23).
3. Boost entrepreneurship by opening six tech scalers across the country to provide ground breaking support for tech founders to scale up their businesses and to create new jobs across the country.
4. Continue the £34 million Scottish Industrial Energy Transformation Fund where we co-invest with manufacturing industries to decarbonise industrial processes. I.E How much finding was allocated to SIETF in 2022-23.
5. Undertake a review of how best to significantly increase the number of social enterprises, employee-owned businesses and cooperatives in Scotland.
6. Undertake research and advice to improve workplace productivity and wellbeing, including on the delivery of a four-day working week pilot. I.E has pilot began?

Request for Information 2: The funding made available to the Bank was published in the Scottish Government 2022/23 Budget Bill. Please see table 6.16 on page 64. Scottish Budget: 2023-24 (www.gov.scot)

The Bank will publish its 2022/23 Annual Accounts during September 2023.

Request for Information 3: This commitment has been fulfilled. The National Techscaler network consisting of six regional hubs, a website(Techscaler | Building Startups in Scotland) and an online community platform went live on 30 November 2022. Request for Information 4: Delivery of this commitment is ongoing, with the Scottish Industrial Energy Transformation Fund continuing to receive applications from a range of industrial manufacturing sectors. Up to and including the financial year 2022-23, over 20 projects have been offered grants totalling £12m. Subject to financial processes, a further set of successful applicants are expected to be informed by the end of 2023.

Request for Information 5: Under an independent Chair, the review work began on 27 June 2023 and is expected to be completed by the end of 2023.

Request for Information 6: The 2023-24 Pay Strategy includes a commitment to a four-day working week pilot in the public sector to determine our future policy. The Scottish Government is working with a number of public bodies who have expressed an interest in participating in the pilot and are seeking an expert partner organisation who will support the public bodies participating in the pilot, assist with the pilot design and produce an evaluation report following the conclusion of the pilot. It is anticipated that the pilot will begin later this year.
