Response

As the information you have requested is ‘environmental information’ for the purposes of the Environmental Information (Scotland) Regulations 2004 (EIRs), we are required to deal with your request under those Regulations. We are applying the exemption at section 39(2) of the Freedom of Information (Scotland) Act 2002 (FOISA), so that we do not also have to deal with your request under FOISA.

This exemption is subject to the ‘public interest test’. Therefore, taking account of all the circumstances of this case, we have considered if the public interest in disclosing the information outweighs the public interest in applying the exemption. We have found that, on balance, the public interest lies in favour of upholding the exemption, because there is no public interest in dealing with the same request under two different regimes. This is essentially a technical point and has no material effect on the outcome of your request.

Response to your request

In response to your request you can find all information requested below. For awareness, I have separated European Protected Species (EPS) and Basking Shark licences as they are dealt with differently to other marine licences as there is no payment required. 

1. Total number of licence applications received since the 1st January 2023 is as follows, 84 EPS & Basking Shark Licences, 246 Marine Licences. Total 330 Licences.

2. Total number of mooring licence applications received since 1st Jan 2023, 20 licences.

3. Average length of time for a licence to be granted for all applications since 1st January 2023, from the date they were applied for are as follows, 77 days for EPS & Basking Shark and 117 days all other Marine Licences.

4. Average length of time for a mooring licences to be granted for all applications since 1st January 2023, from the date they were applied for is 137 days.

5. Average length of time for a licence to be granted for all applications since 1st January 2023, from the date the payment cleared in our systems is 83 days. Note – This excludes EPS and Basking Shark Licences as there is no payment for these.

6. Average length of time for a mooring licence to be granted for all applications since 1st January 2023, from the date the payment cleared in our systems is 109 days.
