Council Tax consultation data: FOI release

Information requested

1. Under FOISA, please provide all calculations, modelling and statistical information which supported the production of the joint consultation with COSLA is seeking views on plans to increase the amount paid by people in bands E, F, G and H referred to here:
https://www.gov.scot/news/council-tax-consultation/.

2. Please also provide the briefings, modelling, calculations, and statistical information supplied to Ministers in support and in advance of announcing the consultation.

Response

I will detail my response to your request separately under Question 1 and Question 2.

Question 1.

I enclose a copy of some of the information you requested. For reference I have detailed these in Annex 1 attached.

However, some of the information you have requested is available from the Scottish Government website in the link that follows - https://www.gov.scot/about/how-government-is-run/statistics-and-research/

Under section 25(1) of FOISA, we do not have to give you information which is already reasonably accessible to you. If, however, you do not have internet access to obtain this information from the websites listed, then please contact me again and I will send you a paper copy.

While our aim is to provide information whenever possible, in this instance we are unable to provide some of the information you have requested because exemptions under sections 38(1)(b) - Personal information, and 29(1)(a) - formulation or development of Scottish Government policy of FOISA applies to that information. The reasons why that exemptions applies are explained in Annex 2 attached.

Additionally, what I can include is links to the published datasets that underpin some of the analysis and extracts from the Fairer Council Tax Consultation which may be of help to you. Please see Annex 3 attached.

Question 2.
