Information requested
The following information with regards to the 'Options Appraisal Report', published on the Scottish Government website on 25th July 2023.
- Breakdown of scoring for the 8 neonatal units that were scored in the Options Appraisal Report, using the short list criteria, to better understand the 5 units which were selected as Neonatal Intensive Care Units.
- Minutes of meetings where the short list criteria were selected to help understand why these criteria were selected, and what other criteria were considered.
- Breakdown of criteria for selecting membership for the Perinatal Sub Group and other neonatal breakout groups as part of the Best Start Implementation Programme, and specifying how these positions were advertised, to understand the representation within these groups.
- Minutes of the extensive discussion over the two neonatal units ranked fifth and sixth in the Options Appraisal Report, to understand why the 5th “short/mid-term” Neonatal Intensive Care Unit was chosen.

I enclose a copy of most of the information you requested.
In relation to your question regarding criteria for selecting membership for the Perinatal Subgroup, you will find various versions of the group’s Terms of References attached. The documents reflect changes in membership due to staff changing and moving to other roles.
No formal advertising of these positions took place.
In relation to your last questions regarding minutes of the extensive discussion over the two neonatal units ranked fifth and sixth in the Options Appraisal Report, there are no formal minutes available, however, the published Options Appraisal Report was agreed to be the formal output of these discussions.
