Response
The answer to your question is:
- No staff were recruited to establish the EU Issues tracking system used for monitoring alignment cases. One staff member moved between directorates to lead implementation of the refreshed alignment process, including managing the tracker.
- This staff member is a B3 and is on a nine month contract to cover the redeployment of existing staff. The process of tracking EU legislation does not currently have an end date.
I have attached a copy of the job advert - including the job description. An exemption under section 38 (1) (b) (Personal information) of FOISA applies to a small part of the advert as this includes the name of the staff member running the recruitment process.
This exemption is not subject to the ‘public interest test’, so we are not required to consider if the public interest in disclosing the information outweighs the public interest in applying the exemption. Note that we have interpreted "EU Tracker," as our system of tracking EU issues for the purposes of alignment. Additionally, the Scottish Government does not routinely refer to sections of the Scottish Government as "departments" so we have interpreted your question to refer to our directorates.
