Juniper Green Primary School inspection: FOI release

Information request and response under the Freedom of Information (Scotland) Act 2002.


Information requested

Please can you provide me with the following information in relation to the Education Scotland inspection of Juniper Green Primary School and the Summarised Inspection Findings 29 November 2022, section 2.1 titled ‘Safeguarding’, where it says, “HM Inspectors will liaise with the education authority around a national digital policy matter raised during the inspection by a few parents and the Parent Council.

1. Please can you detail what the national digital policy matter was, if it was only a single matter or multiple matters and provide details of the specific national policy/policies it/they referred to?

2. Please can you provide all correspondence, details of any phone/video calls or face-to-face conversations, and notes related to the discussion, draft, redraft and approval of that wording:
a. Within Education Scotland (including between different departments)
b. Between Education Scotland and City of Edinburgh Council
c. Between Education Scotland and Juniper Green Primary School
d. Between Education Scotland and the Scottish Government?

3. Please can you detail the liaison that HM Inspectors have since undertaken with the education authority (City of Edinburgh Council) in relation to this national digital policy matter/s, and the outcome of that?

4. Please can you provide all correspondence, details of any phone/video calls or face-to-face conversations, and notes related to that post-inspection liaison:
a. Within Education Scotland (including between different departments)
b. Between Education Scotland and City of Edinburgh Council
c. Between Education Scotland and Juniper Green Primary School
d. Between Education Scotland and the Scottish Government?

5. Please can you provide details of any learnings about this matter/s and how Education Scotland has proactively shared this across other Education Scotland departments and with the Scottish Government and other council areas and schools?

Response

1.The national digital policy matters refer to (i) the security of pupils’ email addresses. This would relate to the Data Protection Act 2018 and (ii) the digital implementation of the Scottish Government’s Health and Wellbeing Census, full details of which can be found here.

2. (a) Inspection reports are subjected to a series of internal quality reviews before publication.
Please find details of approval internally at Appendix 1.

(c) Document attached at Appendix 3.
(d) This is a formal notification under section 17(1). While our aim is to provide information whenever possible, in this instance Education Scotland does not hold the information you have requested.

3. As these were matters for the education authority, HM Inspectors informed the City of Edinburgh Council during the inspection visit (document attached at Appendix 4).

The definition of “post inspection” is once the inspection report is published. The Juniper Green Primary School inspection report was published on 22 November 2022. There has been no further liaison regarding this matter.

5. Education Scotland routinely shares inspection reports by publishing these on our website, and these are available for everyone to read. The specific matter referred to in the Summarised Inspection Findings document for the inspection of Juniper Green Primary School has not explicitly been shared with Education Scotland departments, the Scottish Government or other council areas and schools.
