Information requested

  • Regarding each of the agencies appointed by the Scottish Government for energy / insulation / heating support, what was the amount that each agency was awarded, for each year for the above period?
  • The data you kindly supplied was this for applications that were actually successful in obtaining assistance?
  • Do you have data of how many applied and were not successful?
  • Regarding the funds supplied by the Scottish Government to each agency, what was the final individual cost when divided by the number of approved grants and loans.
  • Was any unused funding refunded to the Scottish Government each year, what was the amount of the refunds?
  • How many complaints were received regarding the various schemes and agencies dealing with the support grants/loans etc

I enclose a copy of some of the information you requested.

While our aim is to provide information whenever possible, in this instance the Scottish Government does not have some of the information you have requested. The reasons why we don't have this information are set out below and as part of accompanying information in the Annex.

Information about funding provided to agencies appointed by the Scottish Government is shown in the attached Annex.Please note that schemes are delivered in different ways to reflect targeting and legislative requirements. I have therefore also provided data relevant for all the schemes that you previously asked about.

The information you previously requested related to successful applications. However please note that applications may span two Financial Years, this means that numbers of applications received, complaints and issue of grants or loans provided in a year may differ slightly.

Information about unsuccessful or discontinued applications is shown in the attached Annex, where this information is available and relevant to the named scheme (i.e. if applications from a person or a business are required).

The Scottish Government does not hold the information you requested about final costs or a break down of the value of grants and loans in respect of total costs. These will vary between different installed measures and products. The cost of installing measures will also vary reflecting different locations, sizes and types of property over time.

Grant and loan funding is not normally provided in advance of costs being incurred. This may sometimes be provided to help meet the costs of a deposit, where this is required by an individual installer before improvements can be installed. The Scottish Government does not hold this information.

Details of the total number of complaints received about relevant schemes is shown in the attached Annex, where this is available.

This is a formal notice under section 17(1) of FOISA that the Scottish Government does not have some of the information that you have requested. This exemption is not subject to the 'public interest test', so we are not required to consider if the public interest in disclosing the information outweighs the public interest in applying the exemption.
