The public sector in Scotland is comprised of the devolved public sector, funded by the Scottish Government, and the reserved public sector, which is funded by the UK Government.

In June 2023, there were 599,000 people employed in the public sector in Scotland, accounting for 22.2% of total employment.

Of this, 542,200 (90.5%) were employed by the devolved public sector. The devolved public sector includes the devolved civil service, local government, police and fire services, NHS in Scotland, further education colleges, devolved public corporations and other devolved public bodies.

In June 2023, there were 56,800 people employed by the reserved public sector. This accounts for 9.5% of the public sector in Scotland. The reserved public sector encompasses the reserved civil service, armed forces, and other public sector bodies.
