Information requested

You asked for the period between May 2022 and October 2023 inclusive for:

1. All email correspondence between the Scottish Government and COSLA regarding the Scottish Government's policy of Universal School Breakfast provision in primary and special schools;

2. All email correspondence between the Scottish Government and COSLA regarding the delivery of school breakfasts;

3. All meeting agendas, minutes, and attendee lists relevant to meetings between the Scottish Government and COSLA regarding the Scottish Government's policy of Universal School Breakfast provision in primary and special schools; 

4. All meeting agendas, minutes, and attendee lists relevant to meetings between the Scottish Government and COSLA regarding the delivery of school breakfasts.

I enclose a copy of some of the information you requested.

While our aim is to provide information whenever possible, in this instance we are unable to provide some of the information you have requested because exemption under section s.38(1)(b) (personal information) of FOISA applies to that information. The reasons why this exemption applies is explained below.

An exemption under section S.38(1)(b) personal information of FOISA applies to some of the information you have requested. This exempts information from disclosure if it is the personal data of a third party and it applies because emails contain names and contact details.

This exemption is not subject to the ‘public interest test’, so we are not required to consider if the public interest in disclosing the information outweighs the public interest in applying the exemption.
