COP28 attendees: FOI release

Information requested

1. The full list of delegates due to attend COP28 on behalf of the Scottish Government or one of its agencies (such as Zero Waste Scotland) and the total cost of facilitating these delegate’s attendance to the Scottish Government that have been incurred so far.

2. The full list of ministers due to attend COP28 and all people ministers will be travelling with. Please state the number of staff, family/friends that will attend with each minister and any other people accompanying them on their visit and the total cost of facilitating these people’s attendance (including the minister) to the Scottish Government that have been incurred so far.

Response

The First Minister of Scotland, Humza Yousaf and the Cabinet Secretary for Transport, Net Zero and Just Transition, Mairi McAllan attended COP28 at Dubai, United Arab Emirates. In early 2024, the Scottish Government will proactively release a report on COP28, setting out what was achieved, who went, what they did and how much it cost.

While our aim is to provide information whenever possible, in this instance we are unable to provide most of the information you have requested because an exemption under section of FOISA applies to that information.

Exemption under section 27 (1) of FOISA applies to some the information you have requested. This exemption concerns information intended for future publication and it is open to public interest. This means that any publication should be send to you via email by 8 February 2024 (12 weeks from the date of your request). If the publication is out, I will then send you an email with the link of the publication. If the publication is not out yet, then I will create a document with the relevant information, pending any exemptions that might be applied.
