Information requested

As per the discussion between Kate Forbes, Fiona Duncan and Frazer McKinley on the 16th September 2021 can you please provide details of the work conducted by the Promise Scotland/McKinley for the Scottish Government around the support provided to the Government re "HECM at a national level through design, delivery and evaluation stages, beginning with a focus on the £500m Whole Family Wellbeing Fund."

In particular can you provide the proposal provided to the Government from the Promise and Frazer McKinlay, the costs associated with the work, the agreement between the Scottish Government and McKinlay Consulting, the work done and the terms of reference for work provided."

Response

Fraser McKinlay undertook work in support of the Whole Family Wellbeing Funding (WFWF)Programme following its announcement in Programme for Government in September 2021. This covered a range of iterative and collaborative activity with the Scottish Government WFWF policy team, including:

  • development of collaborative governance arrangements for the WFWF
  • developing our strategic approach to delivering the commitment to £500m of funding over the lifetime of the Parliament
  • exploratory work to identify cross-portfolio funding opportunities and connections that aligned with the objectives of WFWF
  • supporting associated engagement with SG leaders and external partners

I have attached a copy of the draft agreement as held by the Scottish Government. A copy of the final agreement document is embedded within an email and unfortunately the link to this document has expired. We are however aware that the Promise Scotland hold this document and are in a position to share. You can contact the Promise Scotland here: Contact (thepromise.scot) Total costs identified for this work were £90k in financial year 2021-22 and included a share of administrative costs by The Promise Scotland, and were paid through the annual grant from the Scottish Government to The Promise Scotland.
