Details on annual Scottish Government funding provided to each Regional Improvement Collaborative (RIC), including a break down of what that funding was reported as used for.

Response

I have now completed my review of our response to your request under the Freedom of Information (Scotland) Act 2002 (FOISA) for the actual accounts for each RIC on each of the years noted.

I have concluded that the original decision should be confirmed, with modifications. While limited information on the funding breakdown was provided in the original response, your request for a review provided additional clarification in terms of the information you were looking for. The original response that was provided was appropriate in terms of your original request, but further to that additional clarification, further information is provided with this letter at Annex A which seeks to provide as far as possible the information that is closest to what you have requested in terms of what information we hold. This information is the grant funding offers related to each RIC, by category of spend, since 2018. The information is in different formats and levels of detail due to the different requirements in each year. Exemptions for personal information have been applied to some of the information under section 38(1)(b) where I felt the information could lead to personal identification of individual’s salaries through job titles (either directly or through deduction from the wider funding) and contravening the associated data protection principles.

You ask specifically for RICs’ accounts and we do not hold this information. This is a formal notice under 17(1) of FOISA that the Scottish Government does not have the information you have requested. As indicated in our response to your original request, further more detailed information is available from the RICs themselves and/or on local government websites.

There was one omission from the original response, which was to provide details on how to request a review – apologies for that oversight. This mistake has been flagged to the team who provided the original response so they can avoid this error in future.
