Scottish Government staff redeployment statistics: FOI release

Information requested

Between financial year 2022-23 how many staff were employed by Scottish Government but not actually working in a role but on the redeployment list at any time during the year?  How long was each one on the redeployment list before they secured another position and what grade of staff  were they e.g B2, B3, C1 etc?

I request the same information covering this financial year up till 31/11/2023.

Finally can you please let me know how many staff as at 31/11/2023 are on the redeployment list,  what are each of their grades and how long have each of them been on the redeployment list for?

Response

Employees on the available staff list can be the result of a restructure within their business area which means their role no longer exists. The business area continues to be responsible for securing the individual work, whether that is a project or a time limited role, until they have successfully moved to a permanent role. Note therefore that whilst they appear on the available staff list this does not mean that they were ‘not actually working in a role’ as noted in your question, just that they may not have been working in a permanent posting or the work was due to come to an end. The information provided covers those on the available staff list but this does not mean that they were not working during the period.

The available staff list is a working dataset used by the Resourcing team rather than an official staffing category with associated controls and data assurance. Historical information is not retained for future analysis. It should be understood as management information not workforce statistics.

Data Protection requirements mean we only retain personal data for the period it is needed for specified, explicit purposes. This means that personal data relating to employees who were appointed to permanent roles from the list in 2022, are deleted from the list once a role has been secured. Therefore the Scottish Government no longer holds this information.

The table in Annex A provides the available data for staff employed by the Scottish Government who have been, or are still on, the redeployment list since April 2023, including those who were still on the list at 30 November 2023. As requested, it sets out the grade and dates.
