Information request and response under the Freedom of Information (Scotland) Act 2002.

Contract 1 - Telephony/Voice Services (Analogue, ISDN VOIP, SIP, Cloud)
1. Telephony/Voice Services Provider- Please can you provide me with the name of the supplier for each contract.
2. Telephony/Voice Services Spend – Please can you provide me with the annual spend.
3. Telephony/Voice Services - Contract Renewal Date- please provide day, month and year (month and year are also acceptable). If this is a rolling contract, please provide me with the rolling date of the contract. If there is more than one supplier, please split the renewal dates up into however many suppliers.
4. Telephony/Voice Services - Contract Duration- the number of years the contract is for each provider, please also include any contract extensions.
5. Telephony/Voice Services - Type of Lines - Please can you split the type of lines and users per each supplier? PSTN, Analogue, SIP, ISDN, VOIP, Cloud.
6. Telephony/Voice Services Number of Lines / Channels / SIP Trunks/ Cloud based users- Please can you split the number of lines per each supplier? SIP trunks/connections, PSTN, Analogue, ISDN.

7. Minutes/Landline Provider- Supplier’s name (NOT Mobiles) if there is no information available, please can you provide further insight into why?

Contract 1 - Telephony/Voice Services (Analogue, ISDN VOIP, SIP, Cloud)

Capita Business Ltd (via Scottish Wide Area Network): VOIP maintenance and support and software assurance
Gamma: Operator Connect (Cloud), SIP trunks and PSTN
BT: PSTN and ISDN
Vodafone: PSTN and ISDN
Microsoft: Teams Phone (Cloud)
2. Telephony/Voice Services Spend – Please can you provide me with the annual spend.
The annual spend across the suppliers listed in Q1 above for telephony/voice related services from February 2023 – January 2024 is approximately £540,000.00.
Note, these costs will include some charges that are subsequently recharged to business areas and organisations that use the Scottish Government’s IT service.

BT Enterprise Broadband: March 2024. In addition, some individual services have individual rolling contracts and are not co-termed.
Virgin Media Broadband: There is no central contract held. Individual services have individual rolling contracts and are not co-termed.

BT Business Broadband: average spend £77,000 per year.
Virgin Media Broadband: average spend £3,416 per year.

15. WAN Provider- please provide me with the main supplier(s) if there is no information available, please can you provide further insight into why?
The main Internet and MPLS provider is the Scottish Wide Area Network www.scottishwan.com currently operated by Capita under the National Services Scotland (NSS) Authority.
This WAN will migrate to SWAN 2 under the National Services Scotland (NSS) Authority over the next 2 years. SWAN 2 is operated by BT.
Additional Internet resilience is provided by Commsworld and is renewed on an annual rolling basis. Virgin Media circuits are also procured for additional Internet resilience and is renewed on an annual rolling basis.
16. WAN Contract expiry Date- please provide day, month, and year (month and year are also acceptable). If this is a rolling contract, please provide me with the rolling date of the contract. If there is more than one supplier, please split the expiry dates up into however many suppliers.
SWAN 1 circuits are contracted until 2026 on a rolling monthly basis.
SWAN 2 circuits will initially run on a three-year term from installation.

SWAN 1 and 2 contracts are negotiated by National Service Scotland - Welcome to National Services Scotland (nhs.scot)
Commsworld and Virgin Media - No central contract is currently held with the provider. Individual lines have individual rolling contracts and used on individual projects.
