Information request and response under the Freedom of Information (Scotland) Act 2002.
Information requested
The following information regarding the Reaching 100% (R100) programme.
The complete dataset that underpins the Scotlandsuperfast.com postcode checker function…. the recorded information held by the Scottish Government on the aggregate roll out plans for superfast broadband in Scotland.
Response
Having reviewed your request we have concluded that some of the information can be released. The information underlying the website checker that can be released is as follows:
- The UPRNs (Unique Property Reference Numbers) of premises in the R100 contract build plans that have not yet been connected along with the estimated connection period;
- The UPRNs of premises that are eligible for the R100 Scottish Broadband Voucher Scheme;
- The UPRNs of premises for which we have no current connectivity data.
The data provided in the attached CSV file was extracted on 11 March 2024 and is based on data published in February 2024 that underpins the online address checker.
The CSV file contains the following fields:
- The UPRN of each relevant property;
- The Web Scenario Code which relates to the following scenarios:
- Web Scenario 2 applies to premises in the R100 contract build plans that have not yet been connected, These premises will have an estimated connection period.
- Web Scenario 4 applies to premises that are eligible for the R100 Scottish Broadband Voucher Scheme.
- Web Scenario 8 applies to premises for which we have no current connectivity data.
- Web Scenario 9 applies to premises that are in the R100 Central contract for which there is currently no estimated connection period.
- An estimated connection period for those properties in Web Scenario 2.
Whilst our aim is to provide information wherever possible, in this case the Scottish Government is unable to release some of the data that underpins the online address checker. The relevant UPRNs are those which are in commercial build plans. This is because the data is provided subject to a Non- Disclosure Agreement. In this instance we have applied exemption section 30(c).
When applying section 30(c) we have considered the public interest test. In doing so we have considered the impact that releasing this information would have on our relationship with commercial
broadband providers and their willingness to share commercial deployment plans in the future. We have found that the public interest is better served by not releasing the information in this case as doing so will negatively impact our ability to accurately monitor commercial broadband plans across Scotland in future years thereby negatively impacting our ability to plan for future publicly funded interventions.
