Information requested

All documentation & information, including all forms of correspondence, relating to the appointment of Dr Emma Fossey as an independent researcher for a six-month piece of research into Fornethy Residential School.

I enclose a copy of some of the information you requested. We have been unable to provide some of the information you requested because an exemption under s.38(1) (personal information) of FOISA applies to this information. The reason why that exemption applies is explained in the Annex to this letter. This only applies to personal information (phone numbers, names and email addresses) of those mentioned in correspondence, the body of the relevant correspondence we hold is provided.

We have included information and documentation relating to Dr Fossey’s appointment being extended in addition to that relating to her initial appointment.

REASONS FOR NOT PROVIDING INFORMATION

An exemption applies

An exemption under section 38(1) of FOISA applies to some of the information you have requested. This is because the correspondence below would include personal details of civil servants including names, phone numbers and email addresses. The body of the correspondence has still been provided but this personal information has been redacted.

This exemption is not subject to the ‘public interest test’, so we are not required to consider if the public interest in disclosing the information outweighs the public interest in applying the exemption.
