A breakdown of where International Development Funding went for each year from 2016 to 2024.

I enclose a copy of all of the information you requested. This can be found at Annex A.

Annex A contains detail of Scottish Government Official Development Assistance for the period 2016 – 04 March 2024. Scottish Government report their Official Development Assistance (ODA) annually to the Foreign, Commonwealth and Development Office (FCDO), and it is then included by the UK Government within its overall ODA return to the OECD and is counted by the UK towards its current commitment to spend 0.5% of GNI on ODA.

FCDO are responsible for publishing ODA statistics for the whole United Kingdom, including Scottish Government. These statistics are badged as National Statistics, in line with the Code of Practice for Official Statistics. In advance of publication FCDO go through a rigorous quality assurance process.

The data presented in this response for years 2016 to 2022 are therefore National Statistics as they have been published by FCDO. However, data for 2023 and 2024 should be considered management information as FCDO have not yet completed their quality assurance process. FCDO will publish Provisional ODA statistics for 2023 in April 2024 and Final ODA statistics later in 2024.

Since 2018 Scottish Government has reported its ODA on a calendar year basis, in line with international best practice. Prior to this Scottish Government reported its ODA on a financial year basis. The data provided is therefore on a financial year basis for 2016/17 and 2017/18 and on a calendar year basis for 2019 onwards. Data is provided for April 2018 to December 2018 to avoid double counting.
