Pandas at Edinburgh Zoo: EIR release

Information requested

1. All correspondence and information including but not limited to documents, reports, calls logged, notes of meetings and emails between the Scottish Government and Edinburgh Zoo/RZSS in relation to the pandas at Edinburgh Zoo. I am seeking information for 16/03/2021 up until today’s date (21/03/2024) or more recent (when this information is being collated). This would include permits, inspections, licenses, or incident investigations.

2. All correspondence and information including but not limited to documents, reports, calls logged, notes of meetings and emails between Edinburgh Council and the Scottish Government in relation to the pandas at Edinburgh Zoo. I am looking for this information for dates from 16/03/3021 up until today’s date (21/03/2024) or more recent (as above). This would include permits, inspections, licenses, and/or incident investigations.

I have attached three documents that are in scope of your request. Exemptions have been applied to some of the information you requested, further details on the exemptions can be found below. I have not included documents that have previously been released, or considered for release, as part of earlier requests.

Under regulation 6(1)(b) of the EIRs, we do not have to give you information which is already publicly available and easily accessible to you in another form or format. If, however, you do not have internet access to obtain this information from the website(s) listed, then please contact me again and I will send you a paper copy.

An exemption under regulation 11 (2) of the EIRs applies to some of the information you have requested. This is because it is personal data of a third party, ie names/contact details of individuals, and disclosing it would contravene the data protection principles in Article 5(1) of the General Data Protection Regulation and in section 34(1) of the Data Protection Act 2018. This exemption is not subject to the ‘public interest test’, so we are not required to consider if the public interest in disclosing the information outweighs the public interest in applying the exemption.
