Information requested

The local authority data from the National Improvement Framework Interactive Evidence Report measures on Assessment of children’s progress, Parental engagement, and School improvement.

Parental Engagement measures

Measures on the National Improvement Framework Interactive Evidence Report (NIFIER) in relation to “Parent’s engagement with schools”, “Children’s Progress with Schools”, “Parent's Engagement with Early Learning and Childcare Settings”, and “Children’s Progress with Early Learning and Childcare Settings” are all sourced from HMI parent pre-inspection questionnaires. This data is not held or collated at local authority level. As such this is a formal notice under section 17(1) of FOISA that the Scottish Government does not have the information you have requested.

“Care standards questionnaire responses” measures are provided by the Care Inspectorate. Scottish Government receives Scotland level data only as this is what is reported in the NIFIER.

Also, as some of the information gathered in questionnaires has changed over the time period some information is no longer available after 2019/20. This is a formal notice under Section 17(1) of FOISA that the Scottish Government does not have the information you have requested. However, you may wish to contact the Care Inspectorate at enquiries@careinspectorate.gov.scot who may be able to help you.

“Satisfaction with schools” measure is sourced from the Scottish Household Survey. Local authority statistics for 2022 are available at Supporting documents - Scottish Household Survey 2022: Key

“Satisfaction with schools” measure is included in SHS 2022 – Annual Report – Tables – 6 Public Services.

“Parental involvement and engagement census” statistics are collated by Scottish Government. Local authority data for primary and secondary sectors is available at Supporting documents - Parental Involvement and Engagement Census Scotland 2021/22 - gov.scot (www.gov.scot). Local authority data is available in Supplementary Tables – Local authorities.

Assessment of children’s progress measures

The data for the “Ensuring Wellbeing, Equality and Inclusion” measures is sourced from schools inspected as part of the sample for the National Improvement Framework inspection sample, which produces statistically-representative data about schools after three academic years of inspections have been completed. After three years, the sample will be representative of all local authority and grantaided schools in Scotland.

Statistics for QI 3.1 from NIF schools inspection Ensuring wellbeing, equality and inclusion local authority statistics requested are in the accompanying excel spreadsheet.

The latest data published on NIFIER includes the 334 schools across primary, secondary and special provision inspected as part of the sample for the National Improvement Framework between August 2017 and June 2020. Please note, although this data provides a representative national picture, caution needs to be taken if using this data at individual local authority level. It was not designed to be used in this way and therefore may not provide a representative sample of individual local authorities for this measure.

While our aim is to provide information whenever possible, in this instance the Scottish Government does not have some of the information you have requested. Statistics for the HMI Pupil Pre-Inspection Questionnaires measures is not held or collated at local authority level. As such this is a formal notice under Section 17(1) of FOISA that the Scottish Government does not have the information you have requested.

School improvement measures

The data for the QI 2.3 Learning, teaching and assessment measures and QI 3.2 Raising attainment and achievement measures are sourced from schools inspected as part of the sample for the National Improvement Framework inspection sample, which produces statistically-representative data about schools after three academic years of inspections have been completed. After three years, the sample will be representative of all local authority and grant-aided schools in Scotland. Statistics for QI 2.3 and  3.2 from NIF schools inspection are in the accompanying excel spreadsheet. Please note, although this data provides a representative national picture, caution needs to be taken if using this data at individual local authority level. It was not designed to be used in this way and therefore may not provide a representative sample of individual local authorities for this measure.

While our aim is to provide information whenever possible, in this instance the Scottish Government does not have some of the information you have requested. Although the NIFIER describes some data in this measure as local authority data, it is national data that is presented. Statistics for this measure are not aggregated at local authority level. As such this is a formal notice under Section 17(1) of FOISA that the Scottish Government does not have the information you have requested.
