Response

The answer to question number one is:

Scotland's Road Safety Framework to 2030 highlights speeding and inequality as key strategic actions to help deliver the frameworks vision for Scotland to have the best road safety performance in the world by 2030 and the ambitious longer term goal where no one is seriously injured or killed on our roads by 2050.

The framework adopts the highly-regarded international best practice ‘Safe System’ approach to road safety and sets challenging targets for the years ahead. The Safe System aims to establish appropriate speed limits according to the features of the road, the function it serves, and encourage road users to travel at an appropriate speed for the conditions.

One of the Intermediate Outcomes Targets of the framework looks at the percentage of drivers and riders travelling within the posted speed limit. To gauge this, Transport Scotland has been working in partnership with local authorities across Scotland to identify suitable locations on their road network and install speed survey counters to collect speed data across both local and trunk road networks. The monitoring and research of speed is essential in the delivery of the Safe System and provides and insight into driver behaviours on particular roads.

The speed data that is being collected will be used to monitor progress against our key performance indicatory on speed as well as identifying patterns and issues. The outcomes will thereby focus partnership efforts in the right places on the road network leading to a more proactive/preventative approach to speed management.
