Minutes pertaining to the Neurological Conditions Team (DIRECTORATE FOR HEALTHCARE QUALITY AND IMPROVEMENT, DHQI : Healthcare Planning and Quality) covering years 2018-2024, and documentation to evidence work/planning for ME/CFS.

To provide a response we broke your question down into two parts.

1. You asked for minutes pertaining to the Neurological Conditions Team (DIRECTORATE FOR HEALTHCARE QUALITY AND IMPROVEMENT, DHQI : Healthcare Planning and Quality) covering years 2018-2024; and

2. Documentation to evidence work/planning for ME/CFS.

Attached are copies of Minutes pertaining to the Neurological Conditions Team at the Scottish Government.

The NACNC exists to support the Scottish Government identify and progress priorities within the current Neurological Care & Support Framework 2020-25. While our aim is to provide information whenever possible, in this instance we are unable to provide all of the information you have requested because an exemptions under sections 38 (personal information) of FOISA applies to that information.

Part 2:

In this instance we are unable to provide the information you have requested because an exemption under sections 12 (exceeding costs) of FOISA applies to this information. The reasons why that exemption(s) applies are explained in the Annex to this letter.

REASONS FOR NOT PROVIDING INFORMATION

Exemptions apply

Exemptions under sections 12 and 38(1) of FOISA applies to some the information you have requested.

Section 38(1)(b) – personal information

Some of the Minutes you have requested contain personal data where the disclosure of which would contravene data protection principles.

Section 12 – exceeding cost limit

While our aim is to provide information whenever possible, in this instance, for your ask around ME/CFS, the costs of locating, retrieving and providing the information requested would exceed the upper cost limit of £600. We were unable to complete specific searches for certain aspects of work, and therefore the volume of search results produced meant that ascertaining if each result would be in scope would exceed the time and cost limit.

Under section 12 of FOISA public authorities are not required to comply with a request for information if the authority estimates that the cost of complying would exceed the upper cost limit, which is currently set at £600 by Regulations made under section 12.

You may, however, wish to consider reducing the scope of your request in order that the costs can be brought below £600. For example, you could specify particular subject matters of the specific documentation you are hoping to access and/or narrow the timeframe you are interested in, as this would allow us to limit the searches that would require to be conducted.
