Information request and response under the Environmental Information (Scotland) Regulations 2004


Information requested

I would be grateful if you could provide the following information: the number of applications to the Home Energy Scotland Scheme which were completed in the calendar year 2023, broken down by the type of measures carried out.

Response

As the information you have requested is ‘environmental information’ for the purposes of the Environmental Information (Scotland) Regulations 2004 (EIRs), we are required to deal with your request under those Regulations. We are applying the exemption at section 39(2) of the Freedom of Information (Scotland) Act 2002 (FOISA), so that we do not also have to deal with your request under FOISA.

This exemption is subject to the ‘public interest test’. Therefore, taking account of all the circumstances of this case, we have considered if the public interest in disclosing the information outweighs the public interest in applying the exemption. We have found that, on balance, the public interest lies in favour of upholding the exemption, because there is no public interest in dealing with the same request under two different regimes. This is essentially a technical point and has no material effect on the outcome of your request.

Response

As per my acknowledgement of 26 April 2024, I have interpreted ‘Home Energy Scotland scheme’ as the Home Energy Scotland Grant and Loan Scheme, which was launched in December 2022.

In addition, I have understood your request is looking for the number of installations that were completed in 2023 with funding fully paid, broken down into individual measures.

Annex One shows the number of completed applications, where full funding has been paid for all measures listed on the application.

Annex Two shows the number of measures installed, broken down by type of measure, for completed applications (as per Annex One).

Data provided includes installations where applications were made under the previous iteration of the Home Energy Scotland Grant and Loan Scheme, the Home Energy Scotland Loan and Cashback Scheme, but the full payment of funding for all measures listed on the application was paid during the above requested timeframe.

The data does not include instances where a measure has been installed, but a claim form is still to be submitted by the applicant or processed by Energy Saving Trust, or partially completed applications, where funding is still to be claimed for one or more measure(s) included on the application.
