Green Industrial Strategy: FOI release

Information request and response under the Freedom of Information (Scotland) Act 2002


Information requested

Any documentation relevant to meetings held by Ministers and/or Civil Servants of the Scottish Government with external stakeholders regarding the Green Industrial Strategy (announced in the Programme for Government 2023-24.). I request copies of who attended the meetings, what topics were discussed, any briefings provided to attendees, who said what, and any agreed actions.

Thank you for your interest in the Programme for Government 2023 commitment to “develop a Green Industrial Strategy, setting out how we will help businesses and investors to realise the enormous economic opportunities of the global transition to net zero and create good, well-paid jobs across Scotland in sectors such as offshore wind and hydrogen, and support the development of sectoral Just Transition Plans”.

The programme of work in developing the Green Industrial Strategy continues as a work in progress. We have taken a cross-government approach and drawn from intelligence and suggestions gathered through a detailed and intensive stakeholder engagement programme of meetings and events, in shaping its development.

While our aim is to provide information whenever possible, in this instance we are unable to provide some of the information you have requested because an exemption under section 27(1) Information Intended for Future Publication of FOISA applies to that information.

Section 27 of FOISA permits withholding of information for which a plan is in place for its publication within the next 12 weeks provided it is reasonable to delay disclosing the information until the planned date of publication.

We intend to publish the information requested once the Green Industrial Strategy is published. Therefore, we consider withholding the information requested at this time to be reasonable. The exemption is subject to the 'public interest test' and taking account of all the circumstances of this case, we have considered if the public interest in disclosing the information outweighs the public interest in applying the exemption. We have found that, on balance, the public interest lies in favour of upholding the exemption whilst the Green Industrial Strategy remains unpublished to enable stakeholders to continue to engage meaningfully with the Scottish Government in the development of the Green Industrial Strategy.
