1. UK Government provide funding to the Scottish Government for SIBSS beneficiaries infected with HIV, or who are coinfected with both HIV and Hepatitis C, as MFET Ltd, the Macfarlane and Eileen Trusts were all previously funded by UK Government, so this funding has continued to be provided by UK Government following the establishment of SIBSS.
2. Following comments about the disparities between infected blood payments across the UK by the Chair of the Infected Blood Inquiry, Sir Brian Langstaff, in 2021 agreement was reached in between the four devolved governments to reduce these disparities. UK Government provides “parity” funding to meet the increased costs of this agreement.Payments made in 2021-22 includes costs for backdating parity payment increases to April 2019 as well as providing lump sum payments to some beneficiaries and estates (which is why expenditure was higher in 2021-22). However, this table excludes expenditure paid by SIBSS on behalf of the UK Government on interim compensation from October 2022 onwards.
