Information requested

Why donations to the United Nations Relief and Works Agency were made from the International Development Fund and not the Humanitarian Emergency Fund?

All correspondence from Ministers and/or any Advisors concerning the decision to use funds from IDF for donations to UNRWA.

Response

The answer to the first part of your question is that disbursing funds through the Humanitarian Emergency Fund (HEF) in this instance was not feasible, as there was insufficient capacity amongst panel members to respond in the area. Further detail was set out in the correspondence sent to you on 13 May. I have attached a copy of that letter to this response at Annex B.

In relation to the information requested in the second part of your request, I attach this at Annex C. While our aim is to provide information whenever possible, in this instance we are unable to provide some of the information you have requested because exemptions under sections 29(1)(a) (policy formulation), 30(b) and (c) (prejudice to effective conduct of public affairs), and 38(1)(b (personal information) of FOISA applies to that information. Some of the information is also not attached because it is otherwise accessible (and therefore an exemption under section 25 of FOISA applies). The reasons why those exemptions apply are explained in Annex A.
