Response

I enclose a copy of all of the information you requested.

A named list of the projects in Scotland that have been supported by European Structural and Investment Funds is available from the following scottish Government website: European Structural and Investment Funds: operations funding - gov.scot (www.gov.scot) . Under section 25(1) of FOISA, we do not have to give you information which is already reasonably accessible to you. If, however, you do not have internet access to obtain this information from the website(s) listed, then please contact me again and I will send you a paper copy.

In June 2022 the Commission took the decision to further address the consequences of Russia’s aggression towards Ukraine by adopting the ‘Flexible Assistance to Territories’ (FASTCARE) package. This is a comprehensive emergency package extending the support already provided under the Cohesion’s Action for Refugees in Europe (CARE) provision, by offering further support and flexibility to address the ‘first reception and immediate relief’ needs of Ukrainian refugees fleeing Russian aggression.

A FASTCARE specific Scottish Government Strategic Intervention (and accompanying operation) has been created accordingly and is currently being progressed through the MA approvals process.

The Managing Authority has initially identified a fund of £8 million ESF grant and £10 million ERDF grant to be used to support FASTCARE related activities and is currently working with a number of Scottish Local Authorities to obtain a complete and
verifiable register of refugees supported.

It is anticipated a FASTCARE claim will be included in the October 2024 Declaration to the Commission.
