European Social Fund programme audit issues: FOI release

Information request and response under the Freedom of Information (Scotland) Act 2002.


Information requested

The Scottish Government’s 2018-19 consolidated accounts include the following statement:

“The European Social Fund programme within the ESF is currently in 'pre-suspension' status due to audit issues identified during a 2018 audit. As a result the Scottish Government is not yet in a position to have these claims refunded by the European Commission (EC) and in turn are also unable to pay out funding to lead partners who are affected by these audit issues, one of which is Skills Development Scotland.”

Please list the lead partners who were affected by the audit issues, along with the total amount of funding allocated to each programme affected by the audit issues. Please also list the lead partners who were unaffected by the audit issues, along with the total amount of funding allocated to each programme unaffected by the audit issues.

Response

The attached spreadsheet lists those Lead Partners affected and unaffected by audit issues.

The programme values at that time were as follows: ESF - €446,861,397 and ERDF - €475,571,373 .
