Information request and response under the Freedom of Information (Scotland) Act 2002.


Information requested

All documentation held by the Scottish Government, excluding emails, so just analysis, minutes and notes from meetings, briefing notes and policy documents, about the infected blood scandal, which mentions the UK Government, between May 1 2024 and June 1 2024.

Response

I enclose a copy of most of the information you requested at Annex B of this letter.

Exemptions under the following sections of FOISA apply to some of the information you have requested:

28(1) Relations with the United Kingdom
29(1)(a) Formulation or development of Scottish Government policy
30(b)(i) and (ii) Free and frank provision of advice and exchange of views
30(c) Prejudice to the effective conduct of public affairs
36(1) Confidentiality in legal proceedings
s38(1)(b) Personal data relating to a third party

The reasons why those exemptions apply are explained in Annex A to this letter.

In addition, some of the information you have requested is already publicly accessible, but please let me know if you cannot access the following links and I can send you a copy. Under section 25(1) of FOISA we do not have to give you information which is already publicly available.
