Agricultural parish areas and data on the award of Agri-Environment Climate Scheme: EIR release

Information request and response under the Environmental Information (Scotland) Regulations 2004


Information requested

Please could you provide,

1. For each agricultural parish which has overlap with the administrative area of Perth & Kinross Council,

2. Based on the definition of beneficiaries and payments used in the SGRPID 2023 data published on CAP Payments Search, Defra, UK,

3. Where any beneficiary received >£1,000

the following

A. GIS shapefiles of the aggregate agricultural parish areas on which basic farm payment was made, showing #of beneficiaries paid, and values of payments to each beneficiary.

B. Disaggregated data on the award of AECS (which is shown aggregated in CAP Payments Search, Defra, UK), broken down by AECS scheme options and the sub-options (listed here Management options and capital items (ruralpayments.org), showing #of beneficiaries paid, and values of payments to each beneficiary.

Response

While our aim is to provide information whenever possible, in this instance we are unable to provide some of the information you have requested for the reasons outlined below:

A. As the Perth and Kinross Countryside Trust company limited by guarantee is not listed as a member of The Public Sector Geospatial Agreement, we are unable to share GIS spatial data as this is subject to Ordinance Survey licencing.

B. The AECS scheme options and sub-options for CAP beneficiaries recorded within the Perth and Kinross Local Authority area has been collated into the attached spreadsheet for capital payment and annual recurrent management payments. We are unable to collate the beneficiaries by parish as the regulations (now transposed into UK law) 1306/2013 Article 111 1(b). and 908/2014 article 57 state that the data is published at “Municipality” level which is considered to be postcode district rather than any sub division.

To protect personal, data the payment data has been removed from the parishes where only one beneficiary has claimed for an option. Where there are multiple beneficiaries receiving payments for an option, these have been collated into parishes.
