Road Safety Improvement Fund and Active Travel Transformation Fund: FOI release

Information requested

Information / data tables of the amount of funding allocated to local authorities under transportation funds including:

  1. the Road Safety Improvement Fund for each of the funding cycle years, if possible I would also be keen to see a split between evaluation and framework funding
  2. the Active Travel Transformation Fund

If there is information of the projects awarded per local authority in the table that would be helpful as well.

Additionally, I saw a FOI release communicating the funding allocated to local authorities under the Place for Everyone fund, could this please be updated with the more recent cycles?

The Road Safety Improvement Fund
In the financial year 2022/23, there were no funds awarded to local authorities from the Road Safety Improvement Fund. The planned allocation of this funding was redirected due to the cost of living crisis and other financial pressures faced by the Scottish Government. A table showing the amount of funding allocated to local authorities per funding cycle is shown in Annex A. The Scottish Government does not allocate money for specific schemes to local authorities; rather it is up to local authorities to determine how their allocation is utilised, while targeting casualty and risk reduction measures.

The Road Safety Framework and Evaluation Fund is not allocated specifically to local authorities; it is open to all road safety partners. Applications are reviewed by the Operational Partnership Group and the Strategic Partnership Board, the two highest tiers in our Road Safety Framework's governance structure. Only those applications deemed most beneficial to the framework's delivery are approved for funding.

The Active Travel Transformation Fund
The allocation of the Active Travel Transformation Fund to local authorities for the financial year 2023/24 is detailed in Annex B.

Updated Data Tables from FOI/202100246559

While our aim is to provide information whenever possible, in this instance, the Scottish Government does not have data for the 2024/25 financial year regarding Sustrans Places for Everyone programme infrastructure funding and Places for Everyone completed Active Travel project investments, because the current financial year, 2024/25, is still ongoing.

This is a formal notice under section 17(1) of FOISA that the Scottish Government does not have the information you have requested.

We have provided the latest information for these programmes, which is presented in the tables below. You can request for updated information at the end of the current financial year.

This fund was discontinued in the 2024/25 financial year and replaced by the Active Travel Infrastructure Fund (Tier 1), which has been allocated directly to each local authority through their General Capital Grant.

The amounts claimed by local authorities from the Places for Everyone – completed Active Travel project investments are provided in Annex C. The current financial year, 2024/25, is ongoing; therefore, data is not yet available.
