How much has the Scottish Government spent on the services of the Keil Centre in each of last 7 financial years, including how many staff and grade of staff and reason for usage (treat as separate requests for each year if it breaches cost limit)?

Attachment Annex A provides a small table with the response to your first question - the spend on contracts with The Keil Centre in the last 7 financial years.
While our aim is to provide information whenever possible, in this instance the costs of locating, retrieving and providing the information requested to your second question (the number of staff), would significantly exceed the upper cost limit of £600. For example, searching the number of staff used for the Psychological Assessment Services for SCS recruitment with The Keil Centre involves searching all SCS Recruitment campaign files, for the time period requested, for shortlist/sift documents and identifying how many were referred to the Keil Centre – the search provided over 12,000 documents potentially in scope. Under section 12 of FOISA public authorities are not required to comply with a request for information if the authority estimates that the cost of complying would exceed the upper cost limit, which is currently set at £600 by Regulations made under section 12.
You may, however, wish to consider reducing the scope of your request in order that the costs can be brought below £600, e.g. asking for a narrower time period, a specific contract etc. You may also find it helpful to look at the Scottish Information Commissioner's 'Tips for requesting information under FOI and the EIRs' on his website at: http://www.itspublicknowledge.info/YourRights/Tipsforrequesters.aspx.
Attachment Annex B provides responses to your third and fourth questions and shows a table of the contracts within the requested time frame with the grades the contracts were / are in place for and their purpose.
