Information requested

1. What was the value of spend on temporary staff from recruitment agencies by the Scottish Government from April 2023 to June 2024?

1a. Please ensure that a gross spend value is detailed and include all spend associated to any contract let for the management/provision of temporary staff by a contracted provider (whether Vendor neutral or Master vendor). Please ensure that all figures are provided separately by year.

2. If you have a managed service provider (MSP) in place for the provision of temporary agency staff, please provide the following.

2a. How was the contract to manage/provide the supply of agency/temporary staff sent?

2b. Who was the contract to manage/provide the supply of agency/temporary staff sent to?

2c. When did the contract to manage/provide the supply of temporary/agency staff commence, how long does it run for and what is the end date?

3. If you use Frameworks please state which frameworks you use and for which categories of staff

4.If you don’t have a managed service provider (MSP) in place for the provision of temporary recruitment agency staff, which recruitment agencies do you use, and what basis were they awarded?       

5. Please can you provide details of the names of the decision-makers who ultimately decide which recruitment agencies your organisation uses.

6. Please provide the name(s) of the person(s) who the manage the recruitment agency contract on a day-to-day basis.

7. Please advise what the permanent agency spend was between April 2023 to June 2024

Response

1. What was the value of spend on temporary staff from recruitment agencies by the Scottish Government from April 2023 to June 2024?

The data answering this question has been given in the spreadsheet attached to our response.

You will notice that the return is split into 3rd Generation and 4th Generation Frameworks. On 13 April 2023, the 4th Generation Framework began. This was a routine procurement exercise every 4 years to update the Temporary and Interim Worker Frameworks. There are still workers from the 3rd Generation Framework during the time period you have requested.

There is no Managed Service Provider (MSP) in place for the provision of temporary or interim staff.

These contracts were awarded to the above recruitment agencies as the result of an externally advertised procurement process. The contracts were awarded on 13 April 2023 and run until 12 April
2027.

5. Please can you provide details of the names of the decision-makers who ultimately decide which recruitment agencies your organisation uses?

Recruitment agencies bid to become a ranked supplier on the Frameworks listed above. They are chosen through a procurement process with the recommendation report being signed off by a Director or Deputy Director in the Scottish Government.

Hiring Managers decide, when using the one of the Frameworks, to engage the top-ranked supplier through a direct award, or engage all suppliers on that Framework through a mini-competition.

6. Please provide the name(s) of the person(s) who the manage the recruitment agency contract on a day-to-day basis?

The roles which manage this contract on a day to day basis are primarily the Resourcing Performance Manager and the Resourcing Policy Officer. These roles are based in the People Directorate within DG Corporate of the Scottish Government.

7. Please advise what the permanent agency spend was between April 2023 to June 2024?

There was no permanent agency spend between April 2023 to June 2024.
