1. What was the value of spend on temporary staff from recruitment agencies by the council from April 2023 to June 2024?
1a. Please ensure that a gross spend value is detailed and include all spend associated to any contract let for the management/provision of temporary staff by a contracted provider (whether Vendor neutral or Master vendor). Please ensure that all figures are provided separately by year.
2. If you have a managed service provider (MSP) in place for the provision of temporary agency staff, please provide the following.
2a. How was the contract to manage/provide the supply of agency/temporary staff let?
2b. Who was the contract to manage/provide the supply of agency/temporary staff let to?
2c. When did the contract to manage/provide the supply of temporary/agency staff commence, how long does it run for and what is the end date?
3. If you use Frameworks please state which frameworks you use and for which categories of staff
4.If you don’t have a managed service provider (MSP) in place for the provision of temporary recruitment agency staff, which recruitment agencies do you use, and what basis were they awarded?
5. Please can you provide details of the names of the decision-makers who ultimately decide which recruitment agencies your organisation uses.
6. Please provide the name(s) of the person(s) who the manage the recruitment agency contract on a day-to-day basis.
7. Please advise what the permanent agency spend was between April 2023 to June 2024.

The value of spend on temporary staff from recruitment agencies by Transport Scotland per financial year from April 2023 to June 2024 was:

2a. How was the contract to manage/provide the supply of agency/temporary staff let?
Public Sector Resourcing (PSR) is a government framework let by Crown Commercial Services (CCS) that Transport Scotland call off from.
2b. Who was the contract to manage/provide the supply of agency/temporary staff let to?
AMS is the supplier appointed as the Managed Service Provider for Public Sector Resourcing (PSR) under a Crown Commercial Services Framework.
2c. When did the contract to manage/provide the supply of temporary/agency staff commence, how long does it run for and what is the end date?
The PSR contract was awarded to AMS in January 2018, with Transport Scotland’s call-off commencing in June 2018 and ending in July 2025.
A managed service provider is not in place for the other temporary staffing suppliers we use in Transport Scotland.
3. If you use Frameworks please state which frameworks you use and for which categories of staff.
Transport Scotland utilise the following frameworks:
- Temporary Admin, Catering and Manual - South framework for temporary Administrative roles,
- Interim IT Staff Services – National framework for temporary IT roles,
- Interim Professional Staff Services – National framework for other temporary specialist roles,
- Temporary Legal Staff Framework for temporary Legal roles,
- Public Sector Resourcing Framework predominantly for civil engineers.
4.If you don’t have a managed service provider (MSP) in place for the provision of temporary recruitment agency staff, which recruitment agencies do you use, and what basis were they awarded?

As an agency of the Scottish Government, Transport Scotland utilise the recruitment frameworks that are in use across the wider Scottish Government and/or Crown Commercial Services.
6. Please provide the name(s) of the person(s) who the manage the recruitment agency contract on a day-to-day basis.
The recruitment agency contracts are managed by the Transport Scotland Human Resources team.
The Public Sector Resourcing framework is administered by the Procurement & Contracts Advisor within the Roads Directorate. The responsibility for managing individual recruitments via this framework falls to individual business areas as both Hiring Manager and Approver.
The Temporary Legal Staff Framework is managed by Business Division, Scottish Government Legal Directorate.
7. Please advise what the permanent agency spend was between April 2023 to June 2024
Transport Scotland does not utilise agencies for permanent recruitment so the spend was zero.
