Current Operating Model (COM) and Target Operating Model (TOM) for National Care Service (NCS): FOI release

Information requested

1) The final outputs/products of the work KPMG undertook under the contract it was awarded by the Scottish Government to look at the Current Operating Model and Target Operating Model for care provision, including the business case.

2) The total amount that the Scottish Government actually paid KPMG under this contract and the date of the final payment.

Response

I enclose a copy of the information you requested.

1. The Current Operating Model for the National Care Service, and;

2. Published letters from the Minister for Social Care, Mental Wellbeing and Sport which were sent to the Health and Social Care Committee on 11 December 2023 and to the Finance and Public Administration on 28 February 2024 for the Target Operating Model and Business Case respectively.

2. The total amount paid by the Scottish Government is £636,000 with the final payment made on 25 January 2023.

While our aim is to provide information whenever possible, in this instance we are unable to provide some of the information you have requested because an exemptions under sections s.25(1) (information otherwise accessible), s.29(1)(a) (policy formulation), s30(b)(ii) (free and frank exchange) and s.38(1)(b) (personal information) of FOISA applies to that information. The reasons why that exemption(s) applies are explained below.

The s25(1) (information otherwise accessible) has been applied to the Target Operating Model and Business Case that you have requested as they are already accessible on the Scottish Parliament website.

The s29(1)(a) (policy formulation) exemption has been applied as some of the information contained within the Current Operating Model which is subject to on-going policy evaluation and formulation by civil servants and Scottish Ministers.

The s30(b)(ii) (free and frank exchange) exemption has been applied as some of the information contained within the Current Operating Model is subject to free and frank exchange of views between officials and stakeholders.

The s38(1)(b) (personal information) has been applied to remove personal identifiable information of staff members of the Scottish Government.
