Information request and response under the Freedom of Information (Scotland) Act 2002
Information requested
For each of the last 10 financial years, please provide the following:
1. How many Scottish Government employees have had their employment terminated specifically following a performance review process?
2. How many Scottish Government employees are currently on a performance review process?
3. How many Scottish Government employees received:
a) Partly Effective Marking
b) Not Effective Marking
For the above, please also reflect these as a percentage of the total performance markings given in the relevant year.
Response
In your request you have asked for data for the past 10 financial years. As such, the data for this Freedom of Information request covers the period from 6 April 2014 to 5 April 2024.
You have asked for the number of Scottish Government employees who have had their employment terminated following a performance review process. Under the Scottish Government’s performance management policy, there were 17 cases between 6 April 2014 to 5 April 2024 where the employment contract was terminated. This figure includes staff who have not met the performance requirements during their probationary period.
You have also asked for the number of Scottish Government employees who are currently on a formal performance review process. As of 2 October 2024, there are 13 cases where staff are on a formal performance review. This figure includes staff who are currently on their probationary period.
Lastly, you have asked for the number of Scottish Government employees who received partly effective and not effective markings. I have interpreted your request to mean for the last 10 years. Additionally, you have asked that the data is reflected as a percentage of the total performance markings given in the relevant year.

Table 1 shows the number of partly and not effective markings which were added to the E-HR system. The table also shows this as a percentage of the total markings added to the system for each year. Please note that the information provided above refers to staff within the core Director-General areas of the Scottish Government (see Annex A attached).
