Transport Scotland's INRIX (Leading Transportation Analytics Solutions software tool) Contract: FOI release

Information requested

I would like to request the following information regarding Transport Scotland's contract with INRIX:

  1. A copy of the full contract agreement between Transport Scotland and INRIX.
  2. The total amount paid by Transport Scotland to INRIX for the contract.
  3. The start and end dates of the contract.
  4. Any amendments or modifications made to the contract during its term.
  5. A breakdown of the services provided by INRIX to Transport Scotland under the contract.

Response

1. A copy of the full contract agreement between Transport Scotland and INRIX.

I can confirm that Transport Scotland has no direct contract agreement with INRIX, and as such I cannot provide any information to answer your point 1.

Transport Scotland manages our national Traffic Scotland Service through various supplier contracts, two of which are the Transport Scotland Systems Contract (TSSC) delivered by Cubic, and the Traffic Scotland Operations Contract (TSOC) delivered by Mobiie.

Both of these contractors have agreements directly in place with INRIX to support service delivery – see details in the table below.

2. The total amount paid by Transport Scotland to INRIX for the contract.

Transport Scotland does not have any direct contract in place with INRIX. With respect to the Traffic Scotland Operations Contract, Transport Scotland pays a monthly lump sum payment to Mobiie for core services to deliver our National Operations Contract (National Control Room Service), which encompasses a wide range of core services relating to the delivery of a 24/7/365 national control room and includes the delivery of the Traffic Scotland Radio Service.

With respect to the Traffic Scotland Systems Contract, INRIX provide services via Cubic as an additional task order beyond Cubic’s core service responsibilities. The current task order (or contract) Transport Scotland has with Cubic to provide 3rd party data services via INRIX commenced on 1 October 2023 and is due to expire on 31 March 2025. The cost that Transport Scotland pay Cubic for this service is £378,378.

3. The start and end dates of the contract.

To confirm that Transport Scotland does not have a contract with INRIX. However I can confirm that the current contract Transport Scotland has with Mobiie, commenced in March 2022 and has a base duration of 5 years with an option to extend up to a maximum of two years at one year intervals. As part of that contract they provide The Traffic Scotland Radio Service and sub contract elements of that service to INRIX.

With respect to The Traffic Scotland Systems Contract, the current task order for services INRIX is providing via Cubic commenced on 1 October 2023 and is due to expire on 31 March 2025. INRIX has been providing services via Cubic through the current and previous versions of the Traffic Scotland Systems Contract since 2017.

4. Any amendments or modifications made to the contract during its term.

Not applicable as Transport Scotland does not have a contract in place with INRIX.

5. A breakdown of the services provided by INRIX to Transport Scotland under the contract.

Whilst Transport Scotland does not have a contract with INRIX, see below some information on the services INRIX provides Mobiie and Cubic to support the delivery of the Traffic Scotland Service.

Mobiie - Traffic Scotland Radio

  • Provision of staff and services to support the delivery of the Traffic Scotland 24/7/365 radio service, including delivery of regional broadcasts.

Cubic – Provision of 3rd party data

  • Real-time speed API and associated front end live traffic maps to allow monitoring of the whole Scottish road network;
  • Analytics to enable analysis of any section of the road network, with up to eight years of historical data available;
  • On an ad hoc basis, origin/destination trip information, Autonomous Vehicle Road Rules to assess the ease of digitising the Scottish trunk road network, and mass downloads of data;
  • The INRIX services provided under this procurement are available to all Scottish public bodies, including local authorities.
