Electric Vehicle charging infrastructure: EIR release

Information request and response under the Environmental Information (Scotland) Regulations 2004.

Information requested

Under the Freedom of Information (Scotland) Act 2002 (FOISA), I would like to please request the following information regarding Electric Vehicle Infrastructure.

1. How much money has the Scottish Government spent each year since 2010 on the provision and promotion of EV charging infrastructure in Scotland? A breakdown per year would be helpful.
2. How much money is the Scottish Government planning on spending each year from 2025 to 2050 on the provision and promotion of EV charging infrastructure in Scotland? A breakdown per year would again be helpful.

Response

1. How much money has the Scottish Government spent each year since 2010 on the provision and promotion of EV charging infrastructure in Scotland? A breakdown per year would be helpful.

The Scottish Government has supported the development of the public EV charging network over the last decade and to date has awarded over £65m of funding. This figure is expected to rise slightly by the end of this financial year. This includes a significant proportion of support provided to support local authorities through historic schemes such as the Local Authority Installation Programme (LAIP), Switched on Towns and Cities Fund and the Low Carbon Travel and Transport Programme (LCTTP), as well as other schemes supporting the wider public, third and private sectors. It also includes, since 2022, funding provided through the ongoing EV Infrastructure Fund scheme.

Annex 1 provides a breakdown of funding awarded by Scottish Government to support investment in public EV charging since the financial year 2010/2011.
In addition, the Scottish Government has provided support to a range of business, individuals and community organisations to support the installation of predominantly private EV charging in workplaces, homes and other settings. This support has been through the following schemes: Local Authority Installation Programme (LAIP), Switched on Towns and Cities Fund and the Low Carbon Travel and Transport Programme (LCTTP).

Annex 2 provides a breakdown of funding for these schemes since 2013 (the earliest year for which data is available) until 2024.
The EST schemes for charging infrastructure started in 2013 and the stats provided are from their launch.

2. How much money is the Scottish Government planning on spending each year from 2025 to 2050 on the provision and promotion of EV charging infrastructure in Scotland? A breakdown per year would again be helpful.

The Scottish Government is committed to delivering on the EV charging network vision by delivering the £60 million EV Infrastructure Fund (EVIF), which incorporates £30m of public finance, by 2026. Through EVIF, public funding is focused where it is most needed to balance investment across all of Scotland, including our rural communities.

Scottish Government budgets are determined annually. Thus, availability of future funding each year for EVIF will be considered as part of the annual budget setting processes.
