We do not breakdown time or cost spent on individual projects where they form normal ‘day-to-day’ tasks by our internal resources, including the production and analysis of consultations, and so we cannot provide information on consultations produced as part of normal working duties. For consultations that were produced as part of normal duties with no additional engagement or other costs, we have presented the overall cost as £0. There is also an annual internal recharge from Scottish Government to Transport Scotland for use of the Citizenspace platform, (the platform used by Scottish Government for consultation purposes), however this cannot be attributed to any individual consultation and is therefore not included below. The table shows the costs, outside of normal staff time, which apply to the consultations you have requested.

The consultation on A9 North Kessock to Tore Study was part of a larger option appraisal carried out by a single consultant. The cost of the entire project was £114,763.20 ex-VAT, however the vast majority of this figure was for other elements of the development, appraisal, and reporting of options in the A9 North Kessock to Tore study. Only a very small proportion of above figure was spent on the technical consultants preparing materials for the consultation and reporting its outcomes. Due to the latter activity being invoiced as part of the overall study, it is not possible to disaggregate specific costs attributable to the public consultation alone, which were so minor as to not warrant more detailed breakdown.

Similarly, for consultation 10 (STPR), whilst we have a breakdown of costs from the consultants for their time by broad work packages for STPR2 we did not have one specifically related to “consultation” “or “analysis”. Overall, £124,339.39 + VAT were spent on items which include the preparation and analysis of consultation 10. This is the combined costs of the public facing engagements which fed back into the reporting process, (in late 2019 and Spring 2020) but also the draft final recommendations in January 2022.
